Edward O’Hare, President and CEO

Edward O’Hare joined Koniag Development Corporation (KDC) in 2011 as the company’s Senior Vice President, Technology Business Sector and as President and CEO of Koniag Services, Inc. (KSI). He has extensive experience in the IT and telecommunications sectors, including leading strategic planning and supply operations for government organizations.

After service in the U.S. Army, Mr. O’Hare began a long career in both the public and private sectors. His positions included Assistant Commissioner for the Integrated Technology Services at the General Services Administration (GSA) where Mr. O’Hare managed GSA IT and telecommunications contracts, which totaled more than $22 billion a year. In the private sector, Mr. O’Hare worked with government consulting contractors. Prior to coming to the Koniag family of companies, Mr. O’Hare served as vice president of business development for Dynanet Corporation.

Mr. O’Hare possesses more than 35 years of IT and government contracting experience. He also led the development of many groundbreaking systems, including the GSAAdvantage and GSAAuctions electronic commerce systems. He was proud to lead IT operations for the 2008 U.S. presidential transition.

Kevin Razzaghi, PMP, ITIL v3, General Manager

Kevin Razzaghi joined Koniag Technology Solutions (KTS) in September 2011 as the company’s General Manager responsible for its strategic direction, operations, and overall performance. He brings demonstrated leadership skills and expertise in building new business and running large and complex IT programs for federal government clients in Healthcare, Financial, Transportation, Regulatory, and Security markets. Leveraging his knowledge and expertise in management and information technology consulting, Mr. Razzaghi, leads KTS’s efforts to broaden current and build new services offerings, strengthen services delivery capability, and build new business.

Prior to joining KTS, Mr. Razzaghi led the Transportation and Weather Information Systems business for Unisys Federal Systems managing and growing a large portfolio of government and commercial engagements. Prior to that, Mr. Razzaghi led large IT programs at Booz Allen Hamilton delivering transformative services to healthcare, financial services, and homeland security clients. Mr. Razzaghi led business development efforts to win large IDIQ (CIO-SP2i $20B) and task order contracts totaling over $100M for Booz Allen. He led strategic initiatives to enter new markets at the National Institutes of Health (NIH) resulting in the firm’s first large IT contract at NIH.

During a ten-year career in commercial software product industry, Mr. Razzaghi led product development teams, professional services organizations, and sale and marketing teams and established critical business process working closely with C-Suite executives to achieve corporate results and enhance shareholder value.

Mr. Razzaghi holds Master’s and Bachelor’s degrees in Electrical Engineering from Virginia Tech and a Certificate in Business Strategy by the Round Table Group.

Philip Simons, PMP, CPP, Vice President

Philip Simons brings more than 25 years of successful experience leading and mentoring top notch IT professionals to the position of Vice President of KTS.  He joined the Koniag family of companies in 2004, rising through positions of increasing responsibility to the position of Vice President of Koniag Technical Solutions in 2011.  He has extensive experience managing practices that provide innovative and quality support to government clients, including IT investment portfolio management and project management services.

Mr. Simons began his career in aerospace, implementing cutting edge avionics on a variety of aircraft.  Building from this experience and becoming an expert in a number of software development methodologies, he focused on using and extending approaches that delivered the highest quality solutions in the most efficient manner possible.  He has most recently managed multiple teams and contracts with a focus on building Koniag Services Inc and Koniag Technology Solutions into recognized top quality providers of Portfolio Management/Capital Planning services to government clients.

Mr. Simons holds a BS in Electrical Engineering from Carnegie Mellon University and an MS in Software Engineering from National University.
